Project Description:
The Vallecitos Water District Board of Directors adopted a strategy of renewable power sources utilizing existing open space to benefit the District and its ratepayers. HOLT Renewables constructed two projects; located at two reservoirs in Twin Oaks, and at the wastewater Lift Station #1 in San Marcos. The design phase of this project takes into account the shade from a nearby mountain. HOLT Renewables used 3D modeling and topographic maps to conduct shade analysis.
The District received a reduced electricity rate from SDG&E over the 25-year term at the District’s 13 highest use meters, taking ownership the solar system after the 25-year maintenance term expires. Under the Power Purchase Agreement the District has no upfront capital investment, pays a reduced electrical rate of 7.79 cents per kilowatt-hour, plus a credit on excess power exported to the electrical grid. Lifetime project savings are estimated at $8.3 million. The project also qualified for the maximum federal rebate by launching the project in 2019 and meeting a narrow window for grant funding.
